Dhaka School of Economics (DScE) constituent institution under Dhaka University and PKSF jointly organized the daylong conference, where DScE students presented 42 research papers from home and abroad on 9th January, 2018 at theConference on Growth with Equity.

DU Vice-Chancellor Professor Akhtaruzzaman was the chief guest at the concluding session of the programme, chaired by PKSF Chairman QaziKholiquzzaman Ahmad.

QaziKholiquzzaman Ahmad said the share of national income has increased among top 10 per cent of the population, and decreased among the lowest 10 per cent. Social and moral degradation is responsible for the increase in wealth of the rich.”The rate of tax that should be returned to the government is not increasing, as some rich people do not pay taxes as per the standard while some rich people avoid taxes. The government gets only 12 per cent tax which is 50-60 per cent in many countries.” He further said many political leaders and policymakers suffer from complacency regarding development that leads to negligence in implementation process of the development projects.Professor Akhtaruzzaman said it is impossible to ensure growth with equity, if the pace of urban and rural development is not the same.

There is moral degradation in many areas, and moral standard must be improved to make the country’s development sustainable, he opined. They talk about becoming a middle-income and developed nation by 2021 and 2041 respectively without understanding the issues concerned, he added.

Micro savings can be used as micro-investment through community banking, said by the speakers. They made the observations at a conference on “Growth with Equity” organised jointly by the Palli Karma-Sahayak Foundation (PKSF) and the Dhaka School of Economics at the auditorium of the foundation.

They also noted that some of the leaders and policymakers suffer from complacency, leading to their negligence in implementing various pro-people development projects. They suggested upgrading moral standard and avoiding complacency for ensuring sustainable development. Speakers said the government is putting emphasis on micro savings, and community banking can be a useful tool to encourage it.Community banking can develop micro-entrepreneurship in the country, they said.

“The speed of equity is not like that of the economic development here. It is impossible to establish a healthy nation, if economic justice and equity are not ensured,” said Palli Karma Shahayak Foundation (PKSF) Managing Director Abdul Karim.

He also said economic inequality has been rising alarmingly in Bangladesh, especially in the urban areas. The GINI coefficient has risen to 0.483 in 2016, which was 0.467 in 2005 and 0.458 in 2010. It means the rich people here are gradually becoming richer.

He was speaking as the guest of honour at the concluding session of a conference titled ‘Growth with Equity: Bangladesh Perspective’.

PKSF Deputy Managing Director Jashim Uddin said one tea labourer earns Tk 2,500 as wage, if he works for 30 days, which means he earns Tk 85 per day.

“What is now available with this Tk 2,500 in Bangladesh? Countrywide a labourer’s daily wage has increased to Tk 450-500,” he added.

Professor Rezaul Karim, Poverty and Social Protection Policy Advisor of Food and Agriculture Organization (FAO) Bangladesh, said the major concern is that the annual rate of poverty decline has reduced to 1.2 per cent. In the 7th Five Year Plan the target is to maintain the status quo of GINI coefficient that is 0.458.
“We could not reduce inequality, which has been the same for many years. Even we could not maintain the status quo of GINI coefficient,” he noted.

Professor Dr.Muhammad Mahboob Ali in his paper argued that micro savings should be come into micro investment for which community banking under local level planning as unit bank under separate regulator supported by micro insurance ought to establish. In another paper Prof.Ali mentioned that green economy should be introduced for the betterment of the economy.

Among others Professor Dr. Mahbuba Nasreen, Director, Institute of Disaster Management and Vulnerability Studies (IDMVS), University of Dhaka, Prof. Dr. Taiabur Rahman, Dept. of Development of Studies, University of Dhaka, Dr. A. K. M. Nazrul Islam, Dr. Tawheed Reza Noor of Dhaka school of Economics participated in the discussion.

Microsavings can be used as micro-investment through community banking, said speakers yesterday.
They made the observations at a conference on “Growth with Equity” organized jointly by the Palli Karma-Sahayak Foundation (PKSF) and the Dhaka School of Economics at the auditorium of the foundation.

Speakers said the government is putting emphasis on microsavings, and community banking can be a useful tool to encourage it.

Community banking can develop micro-entrepreneurship in the country, they said.
Qazi Kholiquzzaman Ahmad, chairman of the PKSF, called for establishing rights of the people. He said inclusive growth is a must for sustainable growth.

Prof Md Akhtaruzzaman, vice-chancellor of Dhaka University, lauded the Dhaka School of Economics for imparting education on entrepreneur development.

Some 42 papers were presented during the conference. The topics included social transformation of rural women employment; green economy for betterment of life; environmental changes; rural structural changes; urbanisation problem; use of ICT for quality tertiary education; Sustainable Development Goals; climate change and livelihood pattern; and establishment of business incubator.

Md Jashim Uddin and Md Fazlul Kader, deputy managing directors of the PKSF, also spoke at the conference.

Forty-two essays were presented in three sessions of the conference.

A day-long conference titled “Growth with Equity” was organized jointly by the Palli Karma-Sahayak Foundation (PKSF) and Dhaka School of Economics (DScE) at Dhaka’s PKSF Bhaban on Tuesday. Speakers at the conference suggested to focus on small investment through community banking to implement balance equity.

PKSF’s Deputy Managing Director of Administration Dr Mohammad Jasim Uddin commented that the “prosperity” program implemented by the PKSF works for the underprivileged people as well as for balancing equity.

Fazlul Quader, Deputy Managing Director of Program of PKSF, remarked that micro entrepreneurship is a necessity for the country’s economic development.

In the closing session, Chairman of PKSF and Director of DScE Dr Qazi Kholiquzzaman Ahmad emphasized on ensuring the rights of the people and building institutional structure for sustainable development.

During the conference Dhaka University’s Vice-Chancellor Dr Md Akhtaruzzaman hoped equal distribution of current government’s development works.

Managing Director of PKSF Md Abdul Karim said they always hold the principle of “Without excluding anybody” to ensure equal development for everyone.

Other DScE professors had given speech at the conference.

They also noted that some of the leaders and policymakers suffer from complacency, leading to their negligence in implementing various pro-people development projects.

‘প্রবৃদ্ধি সহায়ক সাম্য’ শীর্ষক একদিনব্যাপী কনফারেন্স পল্লী কর্ম-সহায়ক ফাউন্ডেশন (পিকেএসএফ) ও ঢাকা বিশ্ববিদ্যালয়ের অঙ্গীভূত প্রতিষ্ঠান ঢাকা স্কুল অব ইকোনমিক্স-এর যৌথ উদ্যোগে বুধবার অনুষ্ঠিত হয়। এতে তিনটি কর্ম অধিবেশনে মোট ৪২টি প্রবন্ধ উপস্থাপন করা হয়।

কনফারেন্সে বক্তারা বলেন, গত এক দশকে দেশের অগ্রগতি সাধিত হয়েছে। তবে সুষম বন্টনব্যবস্থা ও আর্থিক অন্তর্ভুক্তিমূলক ব্যবস্থার জন্য কমিউনিটি ব্যাংকিং-এর মাধ্যমে ক্ষুদ্র সঞ্চয়কে ক্ষুদ্র বিনিয়োগ ব্যবস্থায় আনতে বিশেষ পদক্ষেপ গ্রহণ করতে হবে। অঞ্চলভিত্তিক এলাকায় প্রতিষ্ঠার মাধ্যমে প্রবৃদ্ধির সাম্য নির্ভর করতে হবে।

এদিকে পিকেএসএফ কর্তৃক বাস্তবায়িত ‘সমৃদ্ধি’ কর্মসূচি প্রবৃদ্ধি অর্জনের পাশাপাশি পিছিয়ে পড়া মানুষের জন্যও কাজ করে এবং প্রকৃত সাম্য নিশ্চিতের জন্য কাজ করে বলে পিকেএসএফ-এর ডিএমডি (প্রশাসন) ড. মো. জসীম উদ্দিন মন্তব্য করেন।
পিকেএসএফ-এর অপর ডিএমডি (কার্যক্রম) ফজলুল কাদের বলেন, দেশের অগ্রযাত্রায় মাইক্রো এন্টারপ্রেনিয়রশিপ গড়ে তোলা প্রয়োজন।

কনফারেন্সের সমাপনী অধিবেশনে পল্লী কর্ম-সহায়ক ফাউন্ডেশনের সভাপতি ড. কাজী খলীকুজ্জমান আহমদ মানুষের অধিকার নিশ্চিতের ওপর গুরুত্বারোপ করেন। তিনি প্রাতিষ্ঠানিক কাঠামো গড়ে তোলার আহ্বান জানান। পিকেএসএফ- এর কার্যক্রমে যে মানবকেন্দ্রিক উন্নয়নের মূলমন্ত্র অনুসরণ করা হয় তা উল্লেখ করে বলেন, পিকেএসএফ-এর কার্যক্রম টেকসই উন্নয়ন অভীষ্টের সাথে সরাসরি সম্পর্কিত। টেকসই উন্নয়ন লক্ষ্যমাত্রার মূলনীতি, সকলের অন্তর্ভুক্তি নিশ্চিত করার ওপর আলোকপাত করেন তিনি।

তিনি আরও বলেন, অর্থনৈতিক মুক্তির দিকে দেশ ধাবিত হচ্ছে তবে সমতা নিশ্চিত না করলে তা টেকসই হবে না। ঢাকা বিশ্ববিদ্যালয়ের উপাচার্য নৈতিকতার স্খলন রোধের দিকে বিশেষ নজর দিতে হবে বলেও উল্লেখ করেন।

কনফারেন্সে সম্মানিত অতিথির বক্তব্যে পিকেএসএফ-এর ব্যবস্থাপনা পরিচালক মো. আবদুল করিম বলেন, দেশের অগ্রগতি ও প্রগতিতে সহায়ক ভূমিকা পালনে পিকেএসএফ বদ্ধ পরিকর। গ্রামীণ অর্থনীতির উন্নয়ের পাশাপাশি পিছিয়ে পড়া জনগোষ্ঠীর উন্নয়ন নিশ্চিত করতে পিকেএসএফ কাজ করছে বলে তিনি উল্লেখ করেন। তিনি আরও বলেন ‘কাউকে বাদ দিয়ে নয়’- এই মূলমন্ত্রকে ধারণ করে পিকেএসএফ এসডিজি বাস্তবায়নে অগ্রণী ভূমিকা পালন করছে।

তারা জানান, গত এক দশকে দেশের অগ্রগতি সাধিত হলেও অঞ্চলভিত্তিক এলাকা প্রতিষ্ঠার মাধ্যমে প্রবৃদ্ধির সাম্য নির্ভর করতে হবে।

সেমিনারের সমাপনী অধিবেশনে পল্লী কর্ম-সহায়ক ফাউন্ডেশনের সভাপতি ড. কাজী খলীকুজ্জমান আহমদ মানুষের অধিকার নিশ্চিতের উপর গুরুত্ব আরোপ করেন। তিনি প্রাতিষ্ঠানিক কাঠামো গড়ে তোলার আহ্বান জানান। পিকেএসএফ-এর কার্যক্রমে যে মানব কেন্দ্রিক উন্নয়নের মূলমন্ত্র অনুসরণ করা হয় তা উল্লেখ করে বলেন, পিকেএসএফ-এর কার্যক্রম টেকসই উন্নয়ন অভীষ্টের সঙ্গে সরাসরি সম্পর্কিত। টেকসই উন্নয়ন লক্ষ্যমাত্রার মূলনীতি, সকলের অন্তর্ভুক্তি নিশ্চিত করার উপর আলোকপাত করেন তিনি।

ঢাকা বিশ্ববিদ্যালয়ের উপাচার্য প্রফেসর ড. আক্তারুজ্জামান প্রধান অতিথির বক্তব্যে আশা প্রকাশ করেন, সরকার যেভাবে দেশের উন্নয়নে কাজ করে চলেছে তা যেন সবার মধ্যে সমভাবে বণ্টিত হয়। সেমিনারে উপস্থাপিত প্রতিটি পেপার বর্তমান সময়ের সঙ্গে খুবই প্রাসঙ্গিক উল্লেখ করে তিনি বলেন, ছোট ছোট উদ্যোগ একটা সময় অনেক বড় অর্থনৈতিক কর্মকা-ের জন্ম দেয়। দেশে বর্তমান অর্থনৈতিক কাঠামোতে মাইক্রো এন্টারপ্রাইজের উন্নয়ন সময়ের দাবি উল্লেখ করে ড. আক্তারুজ্জামান বলেন পরিবেশের ভারসাম্য রক্ষা করে মাইক্রো এন্টারপ্রাইজের কাঠামোগত উন্নয়ন টেকসই উন্নয়নের পথকে প্রশস্ত করবে।
